Under the direction of the Director/Technical Cooperation Bureau through the Field Operations Section, the Project Coordinator of the Project SOM 14/802 Flight Information Services for Somalia (FISS) is responsible for the implementation of the Project to transition Air Navigation Services from ICAO-FISS to the Federal Government of Somalia (FGS). The Project Coordinator and the Project Implementation team are supported by the Human Resources and Administration function in strategic Human Resources Management and Administration necessary for the effective transition of the Project from ICAO to FGS, in close collaboration with focal points identified by the FGS.

The Driverreports tothe HR and Administration Officer or Officer-in-charge of shift operations, on a day to day basis and provides reliable and safe driving services  as assigned to  Project Management, other high-ranking  officials , Project  guests, visitors  and  operations shifts as rostered, ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues.

JOB PURPOSE

To provide safe and reliable driving services to support project implementation.The Driverwill support the operational and administration functions toachieve anintegrated official staff transportationsystem that will be consistent and reliable through proper use of vehicles; day-to-day maintenance of the assigned vehicles and availability of documents/ supplies

IMPACT OF OUTCOME OF POSITION

The role has an impact on the overall delivery of Air Navigation Services and successful implementation of the Project Objectives.

KEY DUTIES AND RESPONSIBILITIES

Under the direction  of the  Project Coordinator; HR and Administration Manager as second level  supervisor and HR and Administration Officer  as first level supervisor or  the  relevant Shift Supervisor as a first level supervisor, depending on duties assigned, the Driver  will:

1.Provide reliable, safe  and courteous driving servicesachieving results such as :

 a.Drive office vehicles for the transport of ICAO-FISS , other high ranking officials and visitors,

b.Deliver and collect mail, documents, parcels and baggage and other itemsas instructed

c.Meet official personnel and visitors at the airport and assist  with visa and customs formalities arrangements when required.

2.Contribute to efficiency and cost-savingsachieving results such as:

a.Record mileage, fuel consumption and ensure that the daily vehicle logs are updated and signed off at the end of every trip  assigned;

b.Maintain cleanliness of the vehicle assigned

Keep vehicle maintenance records.

3.Liaise with theHR and Administration Officerfor implementation and monitoring of the vehicle’s maintenance schedules and provide inputs for the preparation of the vehicle maintenance plans and reports.

4.Conduct routine day-to-day checks on the cooling and oil systems, electrical systems, tyre pressure and brakes. Detectand fix minor malfunctions on the assigned vehicle.

5.Initiatearrangements for car washing, timely changes of oil, checks of tyres, brakes, major repairs, etc.

6.Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle.

7.Maintain the security of the vehicle on and off road including safety of the passengers and baggageand take all immediate actions required b Rules and Regulationsgoverning use of roads and vehicles in case of involvement in accidents.

8.Drive the assigned vehicle as authorized, adhere strictly to the rules,  ensure that all journeys are authorized and the assigned vehicle is not used for any unofficial/unauthorized purpose.

9.Perform any other relevant and related duties assigned by the Management.

COMPETENCIES

Competencies, Knowledge and Skills

·Be of proven integrity, transparency and accountability

·Good interpersonal and Communications skills

·Client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.

·         Familiar with the operations of a CAA

·         Defensive Driving

·         Knowledge of languages i.e. French, German, Swahili, Somali isdesirable

Good oral and Communication skills

QUALIFICATIONS AND EXPERIENCE

Education
Essential

· Certificate of Secondary Education with mean grade D or equivalent;

· Current driving license valid for any of the classes of vehicles which the candidate is required to drive;

·Certificate of attendance of  a First Aid course (1 week nor more)  from a recognized institution;

Proof of having undertaken a “Defensive Driving Course” will be an added advantage;.

Desirable

· Proof of attendance of  refresher courses for drivers (1 week or more)  every three (3) years at a recognized institution is desirable;

 

Experience
Essential

·         5 years relevant work experience, out of which  2 years in a reputable organization

·         .Safe driving record

Desirable

· Experience in a Civil Aviation Authority, Air Navigation Services provider or Airport.

·Experience in a UN organization in a work environment similar to Mogadishu.

· Computer skills.

   
 

LANGUAGESKILLS

Essential

 

Fluency in reading, writing and speaking English and Somali languages.

Desirable

Fluency in any other UN language is an asset.
